NEBR · about
NEBR is an independent UK register for exotic birds. We bring identification details, registration information and supporting records together throughout a bird’s life.
Each registered bird has a permanent NEBR Bird ID linking its identification details, keeper history and supporting records.
A bird’s record can document changes of keeper, supporting documents, and reports of loss, theft or death.
The National Exotic Bird Register is operated by NEBR Ltd, company number 17525821. The register is an independent service, not a government register or statutory authority.
Behind every useful register is careful stewardship. The NEBR Chief Registrar is responsible for overseeing the integrity of the National Exotic Bird Register, operated by NEBR Ltd, and for maintaining consistent standards in the way records are reviewed, corrected and documented. The aim is simple: clear, dependable records and helpful support for the people who care for each bird.
The Chief Registrar oversees the review of registration information and requests to correct errors or update a record. This includes checking the information supplied, seeking clarification or supporting evidence where needed, and making sure an amendment relates to the correct bird and authorised person. Corrections should preserve a clear history of relevant changes, so that updating today’s information does not obscure the bird’s earlier record.
Oversight of certificate numbering is a central responsibility of the office. Each certificate issued must have its own unique certificate reference, linked to the relevant bird and registration event. This reference identifies the document; it is separate from the permanent NEBR Bird ID, which stays with the bird. The Chief Registrar oversees the checks associated with authorising issue, recording replacements and maintaining the status of documents, helping to prevent confusion between an original certificate and a later version.
The office oversees the completeness and consistency of supporting documentation, including whether files are legible, associated with the correct record and suitable for the purpose for which they have been supplied. Missing information, conflicting details or unclear documents may require further enquiries. Careful document handling helps keep a bird’s identification details, registration history and supporting evidence together, while respecting confidentiality and authorised access.
The Chief Registrar also oversees registration procedures, reviews exceptional or disputed record matters, and supports consistent handling of transfers, historical updates and registered deaths within NEBR’s procedures. The role combines attention to detail with a practical, approachable service: explaining what information is needed, helping people understand a correction, and treating sensitive circumstances with care.
The Seal of the Chief Registrar is intended as a formal mark of NEBR’s authorised document issue, used alongside the relevant certificate reference and other document controls. It represents the care and accountability of the issuing office. Certificate and seal arrangements form part of NEBR’s planned physical document service; issuing and delivery are not yet available.
The Chief Registrar’s authority is an internal responsibility within NEBR Ltd. Registration records the information held by NEBR; neither a certificate nor a seal establishes legal ownership, guarantees the accuracy of every declaration, or replaces any CITES document or other statutory requirement.
